This new service is offered by Paylease, a nation wide organization used by many homeowners assocations.  We implemented this system because we have had several requests from homeowners to have the ability to pay by credit card and on-line. There is a small fee if the owner uses their personal bank account. If they choose to use a credit card, there is a 3% fee on top of the payment amount.  DSS does not receive any of the fees.  They are collected by Paylease for the service and the bank fees.
